STATE OF WISCONSIN PUBLIC POLICY:

Citizens are entitled to the greatest

possible information regarding the affairs

of government and the official acts of those

officers and employees who represent them.



WISCONSIN STATUTORY ROUTINE DUTIES:

Providing information is declared as an

integral part of the ROUTINE DUTIES of

officers and employees who are to serve

the public. DOES WELL DOES ABOVE WORK ?



Wisconsin has over two thousands governmental

units that run public meeting and keep public

records. Our citizens have a right to maximum

public scrutiny of the public business. Such

oversight entails a right to routinely access

data understandable to the ordinary attorney

or citizen - including DETAILED records of

ALL sources of revenue and disbursements.



What actions were taken, when and under whose

authority? Who was paid how much? For what?

Who was hired when? How memorialized? Who

was fired when? How memorialized? There are

many examples of good law - if followed.



Wisconsin (and the other states) require the

Chief Presiding Officers of "school boards"

to memorialize (approve and record) all of

their public actions in approved minutes.

WTCS District Boards are "school boards."



All 144 of APPOINTED members of WTCS District

Boards must record hiring and firings. Those

closely associated with admitted, convicted

MATC-Milwaukee felons are not exempt here.

The best way to reform a bureaucracy is to

have it follow its own rules and the law.



HERE ARE A FEW EXAMPLES WORTH MONITORING:



Sections 38.12(4) + 120.11(4) read the same.

Check the statutes for yourself. All action

items MUST be published within 45 days of a

meeting. Felons at MATC are not exempt here.

All such publishing of "proceedings" SHALL

(MUST) include the substance of all official

actions taken by respective school board at

the meeting and a statement of receipts and

expenditures in the aggregate. At all times,

The school board MUST make a DETAILED record

of ALL receipts and expenditures available to

public for inspection at EACH board meeting

and upon request. ASK AND YE SHALL RECEIVE?

drunk drivers. Should sons of VIPs and public

officials get off easy for resulting deaths?



WHISTLE will feature a tracking of student

math outcomes in taxpayer-supported schools.

Who's responsible for disclosing such data?

At MATC in Milwaukee? How easy is it obtain

honest timely records from the MATC boards?

WHISTLE will investigate secret buyouts of

former MATC educrats. What happens to Board

members who hired wrong in the first place?
